THOUGHT LEADERSHIP
Malaysian Harm Reduction Conference
The Malaysian Harm Reduction Conference had its beginning as the inaugural Malaysian Harm Reduction Forum held in 2021. A platform for knowledge enrichment and thought provoking discussions, the forum served as a stepping stone for design and coordination of more strategic and effective health programs by encouraging healthy discussions among scholars, health practitioners, scientists, the government, policy makers and other stakeholders.
Since then, we have gone from strength to strength, culminating in the 2023 edition which was themed “Empowering Through Harm Reduction”. The Harm Reduction Conference 2023 was a collaborative effort with UNESCO. Opened by UNESCO Secretary General, Mr. Daud Mohd Arif, the conference of global and local experts and participants took a deep dive into the pressing need for well-balanced policies, spanning crucial domains like tobacco, road safety, and non-communicable diseases.
White Paper: ‘The Way Forward for Tobacco Harm Reduction (THR) in Malaysia’
Drafted in collaboration with the Advanced Centre for Addiction Treatment Advocacy (ACATA) Persatuan Insaf Murni Malaysia (IMAM), the main objective of this white paper is to recommend scientific guided tobacco control policies based on latest clinical and public health evidence and practices.
Expert Opinion on Generational End Game Policy in Tobacco Control Bill
MSHR was privileged to participate in discussions on the Tobacco and Smoking Control Bill hosted by the Parliamentary Special Select Committee (PSSC) on Health, Science, and Innovation on May 24, 2022.
Led by Professor Dr. Sharifa Ezat Wan Puteh, Public Health expert attached to Universiti Kebangsaan Malaysia and the respected Chairman of MSHR and Associate Professor Sivakumar Thurairajasingam, Consultant Psychiatrist and the Head of Clinical School, Monash University, MSHR emphasised the importance of a well-regulated Generational End Game Policy to combat smoking-related challenges in Malaysia.
MSHR also advocated for comprehensive examination and effective enforcement of the policy, highlighting the need for regulated reduced-harm products as smoking cessation tools to reduce smoking associated morbidities. MSHR expressed gratitude for the opportunity to contribute expert insights and urged policymakers to consider inputs from all stakeholders in future decisions. Prof. Sharifa and Prof. Siva were commended for their dedication and leadership in advancing public health initiatives.
SCIENTIFIC RESEARCH COLLABORATIONS
Harm profiling of smoke from tobacco cigarettes and commercially available noncombustible nicotine products in Malaysia
A collaborative research funded by MSHR and the Fundamental Grant Faculty Of Medicine UKM addressing smoking habits and their clinical effects among Malaysians. By examining the impact of different nicotine products and quit smoking attempts, the study provides crucial insights into evidence-based approaches in policy making, particularly through legislation like the “Generational End Game” Bill.
Smoking Variations: Association With Lung Function Variations in Adults, Exhaled Carbon Monoxide and Pulmonary Function among Tobacco and Nicotine Users in Klang Valley
A research initiative in partnership with PEMANDU Associates, focused on understanding and profiling the harm caused by different smoking products, such as tobacco cigarettes, vapes and heated tobacco products (HTPs) in Malaysia. This research aims to bridge existing knowledge gaps by conducting analyses and laboratory studies on the emissions of volatile organic compounds (VOCs) and particulate matter concentrations from tobacco cigarettes, vapes, and HTPs available in Malaysia.
